His extensive career is reflected in his expertise in regulatory advisory services, as well as in representing and assisting companies in contentious-administrative litigation, constitutional amparo actions, expropriations, occupations, and privatizations before Venezuelan and international courts. Additionally, he represents clients in administrative proceedings of all kinds before public authorities.
Juan Domingo has also excelled in defending companies’ economic rights and individuals’ constitutional rights. His deep knowledge of Venezuelan Public Law enables him to advise clients in negotiations and contracts with government entities, as well as to counsel companies operating in highly regulated and complex industries.
Furthermore, he has distinguished himself by representing companies in significant antitrust cases and in matters related to unfair trade practices, as well as in price regulation issues and cost structure controls for businesses. He also provides expert legal counsel in Tax Law, particularly in Municipal Tax Law.
Juan Domingo has been appointed as an arbitrator by various arbitration centers in Venezuela, including CEDCA and the Arbitration Center of the Caracas Chamber of Commerce, and has also served as an expert witness in international arbitration proceedings.

EXPERIENCE
Juan Domingo has extensive experience in legal advisory services in constitutional, administrative, tax, and regulatory matters. He is highly knowledgeable in advising on both foreign and domestic investments and in resolving issues on behalf of companies before state authorities, handling contracts, and representing key clients in negotiations.
In 1993, he served as a member of the Minister’s Office for Administrative Decentralization in Venezuela. From 1993 to 1996, he was an external rapporteur for the Political-Administrative Chamber of the Supreme Court of Justice under Justice Dr. Cecilia Sosa Gómez. Between 1997 and 1999, he acted as an Alternate Judge at the First Administrative Court.
He has vast experience representing clients in litigation before administrative and tax courts, as well as before the Supreme Court of Justice. His expertise includes drafting legal opinions on administrative and constitutional law, preparing administrative annulment lawsuits and constitutional protection actions (amparos), and possessing exceptional skills in arbitration, including serving as an expert witness in administrative law in international arbitration cases.
Additionally, he has extensive experience in competition law (antitrust), as well as in price control matters, particularly in analyzing corporate cost structures.
EXPERIENCE WITH RELEVANT CASES AT THE FIRM IN 2024
- Led the merger process of two major subsidiaries of the Chilean business group MASISA, a company dedicated to the forestry sector.
- Led the judicial representation of two major forestry sector companies in an annulment lawsuit against electoral-related acts before the Supreme Court of Justice.
- Led the judicial representation of a major timber industry company (Astillas Nacionales – ANCA) in an annulment lawsuit against an administrative intervention act before the administrative courts.
- Provided legal advisory services in administrative contracting and administrative proceedings before state, municipal, and regulatory authorities in various matters, including urban planning, trademark law, banking, telecommunications, and insurance.

Juan Domingo is the author of the book “Tax Authority and Constitutional Rights and Guarantees as Limits to Its Exercise” (2024-2004), as well as the book “Legal, Economic, and Financial Analysis of the Organic Law on Fair Prices and Its Complementary Regulations” (2014).
