Héctor Fuentes Curras

• Lawyer from the Central University of Venezuela, summa cum laude (2013).
• Master’s in Public Policy from the University of Oxford, United Kingdom (2018).
• Master’s in Global Affairs, Schwarzman College, Tsinghua University, China (2020).

He has worked as an independent consultant in investment protection, negotiation of extractive contracts, and risk mitigation strategies in energy businesses, particularly concerning Venezuela. During his studies at Oxford, he specialized in natural resource governance, contract negotiation in extractive industries, and building state capacity for economic development under the supervision of Sir Paul Collier, a professor at the University of Oxford.

In the Global Affairs program at Schwarzman College at Tsinghua University in China, he focused on international business, finance, and mergers and acquisitions under the supervision of Gao Xiqing, former president of the China Investment Corporation.

He worked on an investment project by Tus Holdings in Latin America, the world’s largest technology park developer, under the supervision of economist Alessandro Texeira. Upon returning to Venezuela, he served as director of a research line at the Central University of Venezuela on the implications of institutional and social fragility for Venezuela’s economic development called EstadoLab and has been a consultant for foreign firms interested in investing in Venezuela.

From 2020 to 2022, he was a member of the youth board of trustees for the Avast Foundation, the corporate foundation of multinational cybersecurity company Avast in the Czech Republic, and is a founding member of the Moonshot Platform, a mentorship initiative for young global leaders.

• He has been a professor in the Philosophy of Law department at the Central University of Venezuela.
• He has been a recipient of the Chevening Scholarship program and Schwarzman Scholars scholarships.
