EDUCATION

  • Lawyer graduated from Andrés Bello Catholic University (UCAB) in 1975.
  • Postgraduate degree in commercial law from the Central University of Venezuela (1979).

EXPERIENCE

His professional practice has focused on areas of tax law, corporate law, commercial law, civil law, administrative law, mining law, banking and finance, as well as in the fields of oil, insurance, joint ventures, acquisitions, mergers, regulations on foreign investments and capital markets. He is the Director of the NGO Libertad de Expresión; founding member of the Ibero-American Association of Information and Communication Law (AIDIC); legal advisor to the Press and Society Institute (IPYS) Venezuela Chapter; former Legal Consultant for the National Journalists’ Association; President of the Special Commission for the Study of Basic Companies in Guayana; Representative in Venezuela for the European Center for International Cooperation; President of the Permanent Commission on Energy and Mines; and Legal Consultant and General Director of the Ministry of Development.

RECOGNITIONS

He is currently a member of the Bar Association of Venezuela, the Federation of Lawyers of Venezuela, the Ateneo de Caracas, and the Freedom of Expression Foundation. He is also the Vice-President of the Fermín Toro Institute for Parliamentary Studies and an Advisor to the Inter-American Development Bank on Energy and Mining matters.

SKILLS

He has extensive experience in corporate, commercial, civil, banking, and financial law, which allows him to have an exceptional understanding of these areas. This expertise enables him to provide advice on acquisition projects, mergers, regulations, and even issues related to capital markets and mining.

Additionally, his political experience has allowed him to develop a practice in administrative law as the Representative in Venezuela for the European Center for International Cooperation, a Deputy in the National Congress for several terms, President of the Permanent Commission on Energy and Mines of the Chamber of Deputies in the National Congress, and a Member of the Commission for Reforming the National Constitution as well as a co-author of the Constitutional Reform Project.
